I saw a plugin someone made for Godot that was their interpretation of an After Effects animation plugin called "joysticks n sliders" and decided to make a Scratch version. When looking for example animations using Bing I saw someone did a cyclops head (much fancier than this) so I copied their visual design. If I were to add anything else at the moment it would be adjustable dampening for the brow and mouth so you can control how much or how little they respond to the green dot's motion. Long term goals might include using the pen rather than vectors to allow for squish and squash of rotating elements, a pen drawn mouth capable of morphing between shapes, a vocal formant producer that responds to the animation.
