So first of all, he would have to get his passport checked. Then, since it looks like he rented a helicopter (what that does make since since helicopters are a major industry in Stakraine), he would still need a licence that's approved in Stakraine and TSA approval (you can't bribe the TSA). Third, the route he took is incredibly long and probably would require multiple stops. Also the Stakraine-UCP border is decently gaurded and he would have to go through customs to get in (also if he is using a car, that would be very difficult to not get caught). Also good luck getting to Ivan, he is the equivalent of a governor in security and you can't just waltz right in.
