Firstly The Baltic nations have a High GDP per capita and HDI yes, but that doesn't mean it automatically fixes its Population problems, Since Independence they have been declining, not even after 2015 have they experienced Population growth despite them by that point having a Largely Developed industry and other stuff 2. Secondly under the Greatest conditions All of the Baltic nations would still struggle Economically and Demographically 3. Once more the Baltic nations have a MASSIVE demographic imbalance due to CENTURIES of Russofication over centuries and Wars (Russia back in the day wasn't the best to its non-russian pops, there is a great chance a lot of Baltic & Estonians went to the Gulags, which would greatly Impact the future of these nations) so even if it somehow slowly Recovered it would leave a Massive mark on everything 4. Okay so lets assume the Baltic states (when I mean Baltic in this whole explanation I mean Estonia as well) Let in Immigrants based on Population replacement and Labour Shortages That's still 10,000+ and 30,000+ (for Lithuania) Each YEAR to replace, if you did a Rich oil state in middle east tactics this wouldn't go NEARLY as well, Because well If we assume they take African and other immigrants this would require a lot of Translating and Decades of assimilation, by then the depression would be over and Demographics would still be shaky (and its a generally Expensive task) there would be certainly a large Concern about Cultural preservation and other stuff (Excluding Russians, otherwise this would basically end as Baltic SSR russia) 5. The Baltic states people are clearly leaving their well developed Nations for something better that their Respective nations cant Produce themselves, the depression has been ongoing for 12+ Years, Before the major wars there's still like 4 years of Economic depression which would definitely leave a mark as many would leave to Better-off nations like Switzerland or Other well off nations 6. If you were a decently Skilled Immigrant at say An Industry would you A: Go to Norway and Iceland, which are a Safe haven from wars that are ongoing and have some Money making Industries + they have Self-energy Independence or B: go to the Baltics right next to Wars and get a Lower wage, as well as Competition with people coming from other nearby regions near the Baltics (again Excluding Russians as it would definitely end in a Wildly different Baltics since Marks on Past Cultural history and Baltics generally NOT being super good relations with Russia IRL) there is a Clear option which one you'd choose 7. Unless the Baltics pull a MASSIVE Campaign and stuff it wouldn't show Results immediately, as Said Previously there are much better options (cough cough Laurentia) which have a Higher Chance of being more Accepting of Immigrants and definitely wouldn't worry about Cultural Erosion Oh and The average wage in Baltic region would significantly Reduce, Making more skilled people at their industry go to nations with better Wages I'm sure I made a few blunders or Mistakes since I'm not a Geopolitical Expert but there are certainly a lot of Factors as to why the Baltics wouldn't slightly grow at all, and even if they tried it would still at least take Years before it shows Major Results and stuff Oh and even with Competition from Regional regions it is most likely more Desperate people who are probably less skilled in their respective Industry (since they could easily go to better nations for better wages and safety from Wars like Iceland again) + The median age for these Baltic nations are at least 40+ so there's lower amounts of Young people, and slight growth means they have to somehow grow by 1% to combat the stuff
