The Regency at the head of the National Union is stagnant. The Regency Council can't agree on a single regent and they can't find any heirs of house Bourbon nor Orléans. Which causes a faction of the Regency Council to suggest an eternal regency, meanwhile another radical faction argues for the restoration of the Karling dynasty one way or another.
