A cat being born without a tail is scientifically called Manx Syndrome, which is a genetic mutation that is entirely random. Unfortunately, the lack of said tail is often associated with some deformities of the spine. While cats being born with the bobtail is almost entirely chance, it heavily relies on if the parent had a bobtail or if somewhere along the familial line did. There is no cure to Manx Syndrome and while it's not usually fatal, it can impact the quality of life with the cat. There are many symptoms such as short tail, a weakness in the hind legs, or a rabbit like movement (hops). There are no common treatments to it, but with training or practice the hind leg weakness could easily be stopped At first, I'd roleplay Blazingkit as applying herself as best she could to try and strengthen her backlegs. When she became an apprentice I'd work on how she struggles with her balance and turning. When she becomes a warrior, I'd work on her speed. Eventually, she'd be able to be at full capacity and able to do her full job. Throughout this whole montage, she'll be using that blazing spirit of hers to work as fast as she can.
