Sicily, sardinia, and rome would be kept as a tourist destination, with random, industrial zones outside the ancient areas. Rome would be split into to districts, one with the Colosseum and Culture grinding stuff, and the other with Factories, the government building, and the Company main buildings. Transportation. While italy already has major trains and stuff, italy would Make Major highways and free ways, Spanding across italy. A bridge would be connecting the mainland and sicily, and a tunnel similar to the one connecting france and england would be made, but would be way more huge, and would have stops with shops, Restaurants, and gas/electric stations. Energy As the possible distancing from the middle east and europe, italy would make several backup instilations, such as Geothermal instillations, and nuclear powerplants in sardinia. While the nuclear powerplants are always on, geothermal Instillations would be Generating Stuff near solar panels, And storing them in something similar to a Megapack (tesla) and either diverting it to electrical power stations, or saving it in Huge batteries.
