The Ethiopian Empire would call for all African nations in the "Addis Abba "Accords. The Emperor, Haile Selassie I, the symbol of Africa, would call for a path to reunion, requesting all states to band together to form a "superstate", a democratic government. The following federal system would be bolted on down below: The Emperor would have limited powers, acting as a neutral arbitor for important issues. The central government would involve a "All-African Congress", The Upper House would be made up of 2 senators from each member-state, and the lower house would be made up of representives, the number from each state would depend on population. This arm would be the main, lawmaking branch. A central currency is made. The central government has complete power over economic plans, industral planning, they control funding, and have authority over external politics. The emperor, which is mostly ceremonial except for the few powers that it has, will command the military, but the Congress will control all funding. 3rd Party Neutrality, this would protect us from American or Soviet intervention, and secure our position against outside Powers.
