You either came here because of the PFP alone or you saw the title and wanna know more. The body is literally a sketch. It's nothing big, just a quick doodle. Took me about 1-2 minutes. (And no the character isn't anyone specific). The effects, however, including the background, took me 3-5. Can't remember exactly :P Look at the sticker-like outline. It goes boldly with the outer layer of the background. Back to the sticker outline, I added a layer below, colored it black, and blurred it to give it that shadow-like effect so it doesn't blend in with those white lines in the outer layer of the bg. The stars are just decoration. The glowing border things most likely caught your attention. IT GLOWS! Neon things catch everyone's attention. I usually do 2 per corner but I forgot. Heh. The grainy look is called noise. It adds more texture to the entirety of the artwork and makes it pop up more. That's all the tips I got for you :3
