note for self and potential rp for the future: modernization program im going to do will likely increase the economy from current by 2-3% in 1 year, 6% in 2 years, 7-8% in 3 years and likely make it permanent economic infrastructure rather than temporary construction stimulus and will allow further growth. the richer republics would likely benefit from this and support the national solidarity fund as they get new customers in the less developed republics as now infrastructure and such is more compatible and they get more money via unrealized market potential or smt, and this also helps themself as it helps modernize their own stuff in need as everyone gets a slice of the pie based on project merit. $5.2 billion starting budget each year from the economy and can be increased based on project merit. $5.2 billion is overall for the entire nation, and this is not rigid. it shifts so money isnt wasted/stagnant so republics actually making progress w their budget can get allocated more to help develop them. ex: croatia gets $1.2 billion yet wastes it/leaves it stagnant, so their funds from the national solidarity fund is decreased and montenegro who is actually doing smt gets more funding.
