(This post is strictly Out-of-Character for mechanics and Mod transparency. It cannot be used against Yugoslavia In-Character.) Context: Around 20,000 Yugoslav citizens want to volunteer to fight for the Czech cause. Because Yugoslavia is officially maintaining neutrality, the state cannot legally arm, train, or send them as an official military force. Operation: Private Yugoslav entrepreneurs are funding and organizing the transport of these volunteers in 1,000-man waves. They will fly out of Yugoslavia entirely unarmed as private civilian "Humanitarian Reconstruction and Medical Aid workers" sent to build hospitals and assist with local infrastructure. The Czech government will (hopefully) process them as standard civilian arrivals upon landing at the Prague airport. The volunteers will initially begin their legitimate humanitarian and construction work. However, while walking down the street in Prague during their official lunch breaks, they will "coincidentally" see Czech Foreign Legion recruitment flyers. Inspired of their own free will, they will abruptly resign from their private humanitarian contracts and enlist on the spot. The Czech government must handle 100% of their military training, uniform outfitting, and weapons supply once they enlist in Prague. The Yugoslav Government genuinely does not know of this and is in the dark, as we did not authorize this with no military order sent out, or state budget paid for these civilians (Actually IC we don’t know of this)
