This is Moulteor Rock/Psychic Dex: this Pokemon has turned its moulting into a weapon, as the ring around it has turned serrated, o create sharp rocks when it needs to battle. It can raise and lower the ring at will. During battle it throws the sharp rocks at their opponents.
This Pokemon was based on one photo of a gliding lizard(or dragon, depends who you ask). I really liked the moulting part, so I decided to lean into that. Here’s the link into to the photo: https://en.wikipedia.org/wiki/Moulting#/media/File:Black-bearded_Gliding_Lizard_Shedding_18_24_23_285000.jpeg. Just paste that into a search bar.
