It doesn't control the center. It doesn't make room for your other pieces to come out, which slows development. Developing your rooks too early is a bad idea. Not only do you give up casting rights on that side, you'll lose tempos dodging attacks from minor pieces. It leaves you susceptible to Bishop -> Knight - King pins. It weakens a potential king shield if you were planning to castle that direction. Launching flank pawns doesn't help you accomplish anything in the opening. Focus on development and centralization. Your first goal is to connect rooks and get your king safe.
