You will get funding for the next 10 years over 500 million a year would be invested in your state to improve your infrastructure 4. The current Azerbaijani army stays as a paramilitary group and would have full authority over the Azerbaijani territories even the Iranian Azerbaijani lands 5. Irans military and economic protection 6. Iran would help the paramilitary group gain power 7. The president of Azerbaijan would remain in control with the current government but would only have authority or all Azerbaijani lands in iran as a whole
