The way we combine the bases is that the tens place is the tens place in binary, the hundred is the ternary hundred, thousand is the binary thousand, and it keeps alternating between binary and ternary magnitudes. The last rule we use to make sure each number only has one valid representation, is that numbers must use the most recent new order-of-magnitude in their digits, which makes 1001 (9) invalid, because it doesn't use 100.
