Zuder is divided in 4 parts (Used to be 2): Westmark, Eastmark, Farmark, and Northmark. When a prime minister is voted in he has to come from a Mark and there can only be one person for each mark. Each Seat is counted by 52 Towns, and Cities, tho this is unfair since Westmark has the most Towns, so they usually get the most. 8 more seats were added when Far Mark and Northmark were formed.
