Our nation is a constitutional monarchy where the decision making power is evenly divided between the monarch and the parliament (10% nobles, 90% elected by the people). When a decision is to be made, the parliament runs a debate and then a vote, with the final decision of the parliament accounting for half of the actual final decision, and the monarch's decision determining the other half. If the monarch and parliament agree, the decision is made but if they have clashing views then either a referendum is held (important decisions only) or a debate is held once again in the parliament, only this time the king is present, and the king and parliament must find a way to mediate.
