Our leader gives a speech addressing the people living in the Yukon territory. Currently there are ~50,000 people in the territory and they are starving and freezing*.We offer them a chance and housing in Alaska if they 'contribute to the nation or join the armed forces.' We set up checkpoints along the border with buses.
* Before you say this is "deciding outcomes for other nations", Yukon literally imports 99% of their food and essentially all of their fuel. They also have no formal leader.
