Since she was Dr. Harlow's daughter, they injected a small amount of the unfinished cure so she could act much more normal, yet not controlling the hostile episodes from the virus. there's a DNA chart on one of the whiteboards in Dr. Harlow's office. It might be that he is studying the DNA of the virus formula or the average animal so the cure can be compatible either way. about what happened to Dr Harlow after this, I think he felt guilty for what he did to his own daughter and then later on had the courage to inject himself with a small amount of the improved serum. That way, he can control himself whenever he was about to act hostile or not. We can see him in the upper left window in the lobby with the 'Hollowed eyes' anomaly face.
