They didn't really like stealing and got pretty bored of it so she decided to go to a tavern and become an adventurer. they then met some friends and created a party. If the Tarli that dies wants a specific person to hold that power and they die willingly they can pass it on to any species even if that species doesn't wield magic. 3. If the Tarli was killed unwillingly then the killer can choose to take the power or just leave it. 4. It just is absorbed by the ground. Tarli's usually get treated by what God they descended from.
