To manage the main public studios, ensuring they remain organized, clean, and accessible to all users in a safe, constructive manner. Article 102: Departmental Hierarchy The Grand Chancellor of Civil Affairs: Oversees the entire ministry, manages inter-studio relations, and reports directly to the High Council. Sovereign Registrars: Responsible for reviewing citizenship applications, verifying account standing, and updating the public directories. Studio Ombudsmen: Neutral civil servants tasked with monitoring public studio description updates, checking comment threads for civility, and addressing basic citizen inquiries. Article 103: Standard Operating Procedures (SOP) Onboarding Process (SOP-MCA-01): When a user applies for citizenship, a Registrar must verify that their platform account is in good standing before adding them to the Associate tier. The process must follow this flow: Verification -> Oath Administration -> Roster Log Directory Auditing (SOP-MCA-02): Every 30 days, the ministry must run a routine activity check to move inactive accounts to the High Inactive Registry to keep database size optimized and run-time processing efficient.
