CHAPTER IV: THE LEGISLATIVE PROCESS How public codes, laws, and guidelines are drafted, debated, and written into the statutes of the Magistrate. [PROPOSAL STAGE] ---> [ASSEMBLY DEBATE] ---> [COUNCIL VOTE] ---> [RATIFICATION] Article 401: Initiation of Legislation Any active citizen of the Magistrate may draft a legislative proposal regarding studio rules, alliance terms, or community events. To be formally introduced to the Sovereign Assembly, a proposal must receive sponsorship from at least one Minister or three active Assembly members. Article 402: Debate and Revision Once introduced, the proposal is posted in the designated Legislative Studio or Forum for a mandatory 72-hour debate window. During this time, citizens may suggest amendments, provide feedback, and debate the implications of the law. Article 403: Voting and Executive Approval At the conclusion of the debate window, the Sovereign Assembly shall vote. A simple majority (>50%) is required to pass the bill to the Executive Council. The Executive Council must review the bill within 48 hours. If approved by a majority of the Council, it is signed into law and added to the official civil code. If the Council vetoes the bill, it is returned to the Assembly with a detailed explanation. The Assembly may override a Council veto with a two-thirds (66.7%) supermajority vote.
