CHAPTER III: THE RULES OF ENGAGEMENT (ROE) The Magistrate’s military does not operate on impulse. All actions must be calculated, legally justified, and proportional. THREAT LEVEL REQUIRED ACTION [ I. VIGILANT ] ---> Routine Patrols & Asset Integrity Verification [ II. ELEVATED ] ---> Active Monitoring; Securing of Comments/Studios [ III. DECLARED ] ---> Mobilization of Sentinels; Controlled Defensive Action [ IV. MAXIMUM ] ---> Full Combat Mobilization; Complete Lockdown Protocols Article 301: The Doctrine of Defensive Supremacy The military of the Magistrate is primarily a defensive and stabilizing force. Under no circumstances may an officer authorize an offensive raid on an external studio or group without a direct declaration of war approved by the High Council. Preemptive operations may only be executed if intelligence provides indisputable proof of an imminent, organized attack against the Magistrate's assets. Article 302: Proportionality and Escalation of Force In responding to hostile incursions (such as spamming, mass-reporting, or raiding), the commanding officer must apply the principle of minimum necessary force: Stage 1: Documentation. Immediately archive and take screenshots of the hostile behavior for legal submission to the Judge Advocate General. Stage 2: Administrative Lockdown. Temporarily close comments, restrict studio curation privileges, and remove hostile comments. Stage 3: Counter-Mobilization. Deploy specialized Sentinel units to report hostile accounts through official platforms, neutralizing the threat systematically. Stage 4: Legal Reporting. Compile a full case dossier and submit it to platform moderation or legal councils.
