No military action of high-impact strategic consequence can be launched without their explicit, written decree. The Council alone holds the power to formally declare a "State of Hostility" or a "State of Peace." Article 202: The Commissioned Officer Corps Commissioned Officers (Generals, Colonels) are responsible for strategic planning, multi-studio defense coordination, and the long-term structural health of the military. They are appointed directly by the High Council and may issue tactical orders to all lower-ranking units. Article 203: The Tactical & Field Command Captains and Lieutenants direct active field operations. During an attack on a studio, the highest-ranking field officer present has absolute command over the defensive response. They are responsible for direct tactical execution, ensuring that the rules of engagement are strictly adhered to by all frontline soldiers. Article 204: Non-Commissioned Officers & Enlisted Personnel Sergeants and Corporals are responsible for training recruits, maintaining daily activity, and enforcing baseline discipline.
