CHAPTER I: GENERAL PROVISIONS & ADMINISTRATIVE BASIS Article 101: Absolute Scope of Jurisdiction This Codebook governs the conduct of all enlisted soldiers, non-commissioned officers (NCOs), commissioned officers, high commanders, auxiliary intelligence divisions, and diplomatic guards serving under the banner of The Scratch Magistrate. Jurisdictional boundaries extend to all official studios, communication servers, shared projects, collaboration forums, and coalition alliances declared under the authority of the Magistrate. Every individual who formally enlists, is commissioned, or takes an oath of service is subject to these articles at all times—whether in active operations, peacetime garrison duty, or administrative roles. Article 102: The Soldier’s Oath of Fidelity Every recruit entering the military service of the Magistrate must take the following solemn oath before a commissioned officer or a member of the High Council: "I, Name , do solemnly swear that I will be faithful and bear true allegiance to The Scratch Magistrate, its High Council, and its constitutional statutes; that I will obey the lawful orders of the officers appointed over me; and that I will defend our sovereign spaces, projects, and citizens against all foreign and domestic threats with unwavering honor, discipline, and integrity. This I pledge under the law of the Magistrate, 'Vis in Data'." Article 103: Core Definitions Within this Codebook: "Hostile Actor" refers to any user, faction, or organization that actively engages in raids, spam campaigns, targeted harassment, plagiary, or algorithmic exploitation against the Magistrate or its allies. "Active Zone" refers to any studio, project comment section, or forum thread currently undergoing or immediately threatened by a hostile attack. "Commanding Officer (CO)" refers to the highest-ranking officer present with direct operational oversight over a specific deployment or division. "Neutral Territory" refers to any public space, user profile, or studio not affiliated with the Magistrate or any declared adversary.
