(another way to fix this when your ship is completely submerged is by going to the front of the submarine and press the emergency button to drain all the water out. But it has a 60s cooldown) Full-Power Goldfish: will appear if creepy eye bar is low. Sleep on the bed to regain the creepy eye bar.
