Iston finally getting national recognition by having his nation apply to the international racing association...he ordered the city of Breßt to be 'cleaned up' of well things that could damage his international reputation...so he ordered the removal of many...racis...and other very bigoted things...he had to impress the big nation that was coming :) even though his racis ahh hated this he knew it would make his nation more internationally recognized...he made sure Breßt 'prison' would not be in the inspection...as it's not a racing associated thing :)
