The Cyberstaat's navy has expanded the extent of the state westwards and eastwards to allow for further colonization of planets with as many citizens as possible and to increase industral and military power. Any sentient populations are exterminated using whatever means possible, with the planet then having factories and energy stations constructed, allowing for the repopulation of the planet via mass production of a newer and "cleaner" population.
