As long as the line is shown, you can use your special. If you charge completely to your yellow bar of ki, a grey on will show up. Charge that to the max and then a Purple and Yellow ki bar will show up. You'll notice that you can't charge that ki bar and it's draining. This is your Finisher Ki Bar. It doesn't matter how much or little ki is in there as long as it shows up you can use your Finisher. It's like a timer. There are also just 2 bars of health
