If there is a tie, or the region is not fully drawn yet (It does not have enough squares, look at the top right to see the region size) then it will not add any seats. Use the left and right arrow keys to change what region you are drawing. Click outside of the squares and drag to pan the camera. Use the up and down arrows or the mousewheel to zoom in and out.
